In 1995, Bicol Christian College of Medicine (BCCM) decided to undergo a major change for improvement.
The original vision, mission, goal, and objectives of BCCM as spelled out by its founder, Dr. Damaceno Ago, will remain to be essentially the same though with some refocusing, reorientation, and reinforcement.
The mission and goal of BCCM will now be focused on and reoriented towards the solution of the health problems and health development of the Bicol Region, rather than mere production of physicians for the Region.

The medical school exists because of the health problems that are prevalent in every person and in every community.
The medical school should help solve the health problems of the community through its administrators, faculty, students, and graduates and through a primary health care approach.

It has a total collection of 1.5 million volumes comprising 0.792 million paper volumes and 0.958 million digital volumes. Now the library has developed a collection system with characteristics of bicol_christian college, featuring the modern medicine and biology collection which is supplemented by the human and social sciences collection. The library in the main campus was honored by the State Health and Education Department as the provincial central library of the national medicine library and literature resources sharing network in April, 1991.

There are 6 reading rooms with 1200 seats and 256 reader-use computers, in which books can be stored, read and borrowed. There is also a school history exhibition hall and a life science hall. Legazpi City is the administrative center and largest city of the Bicol Region. It is also considered as the center of tourism, education, health services, commerce and transportation in the Bicol Region. Mayon Volcano, one of the Philippines' most popular icons and tourist destinations, is partly within the city's borders. Legazpi is located on the east or Pacific coast of Albay province, specifically on Albay Gulf. The city comprises two districts: Legazpi Port, and Albay District. Legazpi City features a tropical rainforest climate with copious amount of rainfall throughout the course of the year. Legazpi has noticeable wetter and drier periods of the year. However, the city’s driest month, April, still sees on average, over 150 millimetres (5.9 in) of precipitation per year. Similar to many other cities with this climate, temperatures are relatively constant throughout the course of the year, with a mean annual average of 26.9 °C (80.4 °F). The coolest month is January with a daily mean of 25.3 °C (77.5 °F) and the hottest months are jointly May and June with a daily mean of 28.1 °C (82.6 °F). The all-time record high temperature was 37.7 °C (99.9 °F) on May 27, 1968, and the all-time record low temperature was 13.9 °C (57.0 °F) on February 28, 1971.
